Finland's regional form is becoming concentrated, while the urban form is becoming fragmented. The effects caused by these changes on greenhouse gas emissions were studied up to the year 2010, when, in accordance with the Kyoto protocol, Finland's greenhouse gas emissions should be reduced to the 1990 level. The urban form affects especially transportation inside regions, the potential to utilise district heating and the need for infrastructure.
