Kyoto Protocol, the Clean Development Mechanism, and the Building and Conservation Sector

Research indicates that the Clean Development Mechanism (CDM) under the Kyoto Protocol has hardly been able to promote emission reduction projects in buildings. This report analyses the underlying causes to this situation, and proposes changes to CDM which would allow CDM to support emission reduction projects in buildings and similar sectors.
